TAGBILARAN CITY – Data on drug affectation in the barangays presented by both the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) appeared to be conflicting. Recently, PNP through Camp Dagohoy-based Bohol Provincial Police Office (BPPO) as quoted by Bohol Tribune that “591 or 53% of the total barangays in the province remain unaffected, or have no presence of at least one user or pusher.”
The report cited some towns having their barangays as drug affected. Earlier, PDEA presented another picture of drug affection that a total of 850 of the 1,109 barangays in Bohol are drug affected. This was learned during the PPOC meeting held in Inabanga, Bohol. PDEA told PPOC there are about 159 barangays remained unaffected by illegal drugs trade and abuse.
The barangays concerned are classified into the following: slightly affected, 528; moderately affected, 311; and seriously affected, 11. PDEA said that Bohol is under category 2. Category 1 refers to “seriously affected” barangays where there exists of one drug den, laboratory, warehouse diver resort and similar establishment; category 2 (modertaly) — presence of at least one suspected drug pusher or trafficker; and category 3 (slightly affected) — there is presence of users but no pushers based on Dangerous Drugs Board Resolution No. 12, series of 2004, PDEA said.
Sources said that PNP and PDEA may have differed in the ways how drug afrectation is measured. Still, Tagbilaran City topped the latest count as far as illegal drug affectation is concerned, it said. The municipality of Talibon came in next of the top 10, including the towns of Inabanga, Getafe, Clarin, Ubay, Panglao, Carmen, Tubigon and Dauis.
Ten barangays of the city mentioned in police report during the Provincial Peace and Order Council (PPOC) meeting held here the other day in this town were drug affected.
These barangaya are Taloto, Bo-ol, Cogon, Mansasa, Dao, Poblacion I, Poblacion 2, Poblacion 3, Ubujan and Manga, PNP report said.
Talibon, Getafe, Ubay, Tubigon and Tagbilaran City are the places identified by Philippine Drugs Enforcement Agency (PDEA) as the entry points of illegal drugs supply because of the availability of seaports.
Barangays of Talibon said to be drug-affected are: Poblacion, San Jose, San Francisco, San Isidro, San Pedro, Tanghaligue, Bagacay, island-barangays of Calituban, Guindacpan and Cataban.
The following barangays are considred as drug affected: Inabanga town — barangays of Cuaming, Tungod, Ilaud, Cogon, Badiang, Cawayan, Dagohoy, Lawis and Sto. Rosario. Barangays Bacani, Poblacion Centro, Poblacion Norte, Poblacion Sur, Caboy, Bungtongbod, Bonbon, Nahawan, Lajog and Tontonan, all of Clarin town.
Barangays Poblacion, island-barangay of Banacon, Jandayan Sur, Handumon (where the seahorse conservation project is located), Corte Baud, islands of Handumon and Pandanon, Salog, Campao Oriental, Taytay and Tulang, all of Getafe, Bohol.
Barangays Poblacion, Cambangya Norte, Hagbuyo, Kagawasan, San Jose, Sto. Nino, Tomoc, Mahayag, Corazon and Capayas, Ubay, Bohol. Barangays Poblacion, Doljo, Looc, Danao, Tawala, Libaong, Bil-isan, Tangnan, Bolod and Lourdes, Panglao town.
Barangays Poblacion Norte, Poblacion Sur, Calatrava, La Paz, Alegria, Matin-ao, La Libertad, El Progreso, Tamboan and Katipunan, all of Carmen town.
Tubigon – barangays Centro, Ilijan Norte, Potohan, Cabulijan, Guiwanon, Macaas, Panaytayon, Panadtaran, Cahayag and Matabao, all of Tubigon, Bohol. Barangays Totolan, Sungcolan, Biking, Catarman, Bingag, Mariveles, Tabalong, Tinago and Poblacion, all of Dauis town.
Fifty percent (50%) of the shabu supply for Bohol came from Cebu City; 35% from Manila; and 15% from Ozamis City, Misamis Occidental, PNP said. (rvo)
