TAGBILARAN CITY – The Sangguniang Panlalawigan of Bohol swung into action in looking into measures that could possibly improve the dwindling revenues the provincial government generated in past years. And this time, the so-called non-performing asets (NPAs) of the provincial government are being targeted to generate revenues, aside from getting the usual cut from Internal Revenue Allotment (IRA) provided by the national government.
Minutes dated April 24, 2015 held at the Senator Benigno S. Aquino session hall at the capitol building showed provincial board member Elpidio M. Jala brought to the attention to his colleagues about the NPAs that do not generate income for the province.
“The lots which these projects may be located including the Banat-i and the lot occupied by LTO” are NPAs, “which supposedly could generate income for the province,” he said,.
“Maybe, it is sad to note that in the previous years the income of the province was only about 80 Million and 68 Million comes from hospital fees which is a very adverse indicator of the status of the Province of Bohol. It is noted that the income for franchises is only 1.44 Million; the income from quarry is only 1.2 Million, and as I said, the total income is only about 80 Million,” Jala told his colleagues.
He said he was told by Gov. Edgar Chatto that “non-tax revenues should be pursued in order that the income of the province will somehow be augmented.”
He said the proposal of the governor for SP to look into the NPAs “is a very important,” that prompted him “in order for this province to earn non-tax revenues.”
Jala has moved to refer the NPAs to the Committee on Ways and Means. Such motion was approved by the SP after BM Cesar Tomas Lopez seconded it.
Present during the said session were Vice-Gov. Concepcion O. Lim, M.D., Presiding Officer; senior bord member Dionisio D. Balite, Ph.D.; board members Cesar Tomas M. Lopez, M.D., Atty. Abeleon R. Damalerio, Elpidio M. Jala, Godofreda O. Tirol, Ph.D and Atty. Tomas D. Abapo, Jr.
On official business was Madelone Y. Rengel, president, federated Liga ng mga Barangay.
Marked absent were board members Atty. Venzencio B. Arcamo, Jovanna C. Jumamoy, Gerardo C. Garcia, Brigido Z. Imboy and Antonio P. Ouano, Jr., president, Philippine Councilors League Bohol chapter. (rvo)
